	Japan's new chipmaker seeks to break free from 'lost decade' TOKYO -- Semiconductors became so important to Japan's economy that they were dubbed the "rice of industry."   The term harks back to the days when Japanese chipmakers stood atop the global market. They have long since been toppled by Taiwanese and South Korean rivals.   Now, the country has a new government-backed competitor that is hungry for greatness.
